This Standard is about managing site operations for the remediation of contaminated land. It includes managing operations and controlling all work activities relating to the remediation of contaminated land. This includes arranging for the safe storage of outputs, arranging for samples of treated materials to be analysed and arranging for materials that fail to meet quality standards to be reworked or disposed of. All procedures must be implemented in compliance with the legislative requirements. This standard is for managers in the waste management industry who are responsible for remediation of contaminated land.
Performance criteria
You must be able to:
implement systems and procedures for treatment operations to remediate contaminated land in accordance with legislative and organisational requirements
arrange for the supply of materials, equipment and information needed to carry out the treatment operations
arrange for the safe storage of outputs from treatment operations
ensure that all procedures and waste treatment processes are adhered to by all those involved
make sure there are a sufficient number of trained personnel available to carry out remediation work
monitor staff activity on treatment operations to ensure they meet quality requirements
implement a programme of training for staff to ensure all processes can be carried out safely by suitably trained staff
arrange for samples of treated material to be taken and analysed at appropriate times to determine compliance with legislative and organisational requirements related to future use of land
maintain records of materials treated and the control parameters for the treatment operations in accordance with legislative and organisational requirements
rectify any issues that may prevent remediation treatment in line with organisational processes
arrange for materials that fail to meet required quality standards to be reworked or disposed of in line with legislation and organisational requirements
seek advice from appropriate specialists to resolve situations which are outside your responsibility

legislative requirements, regulations, codes of practice and guidance applicable to the remediation of contaminated land
the planning, permit requirements, deployment form and environmental management system (EMS) for the site
the records required by the permit and deployment form for treatment operations used and placement of remediated materials on site
organisational procedures for managing work activities and personnel
the future use to which the land will be put and the related quality standards for remediation that apply
the principles of methods used to treat contaminated land to restore it for use
quality inspection, identification and handling requirements for the types of materials being remediated
the operating procedures for all machinery, plant and equipment used on the site for handling remediated materials
handling techniques that are suitable for the materials being treated
the outputs and residues produced
onsite procedures for storing outputs and residues from remediation processes
organisational procedures for dealing with residues, out of specification remediated materials and any other rejects from the process
hazards associated with the remediation of contaminated land in relation to health and safety and the environment
the control measures to reduce or eliminate risks to safety, health and the environment on the site
the types of personal protective equipment (PPE) required and how they must be used, maintained and stored
the legal and organisational requirements for recording and reporting risks to health, safety and the environment
issues that may prevent the treatment for remediation of contaminated land including staff shortages, equipment deficiencies, spillages or external factors
