Inspect domestic and non-domestic premises for compliance with water fittings regulations/byelaws

Overview


This Standard is about carrying out inspections of premises to make sure they comply with current water fittings regulations. Premises can be domestic or non-domestic which could include commercial or agricultural premises. Inspections could be of contractors' work for audit purposes.

This includes agreeing inspection details with the people involved, carrying out inspections to determine compliance with regulations and recording and reporting on inspection information.

This Standard is for water fitting regulations/byelaws inspectors.

Performance criteria

You must be able to do:

Agree inspection details

  1. confirm the need for proposed inspections in line with organisational procedures
  2. confirm inspection details, special needs requirements, access requirements and any agreed security measures and procedures with those involved
  3. identify equipment which may be required to address safety issues and to carry out inspections in a safe manner
  4. follow organisational guidelines to ensure your personal security when lone working
  5. confirm the time, date, expected duration of the inspection and those who will be attending the inspection with those involved

    Determine compliance with regulations

  6. communicate with customers in line with organisational procedures
  7. make accurate observations to confirm the accuracy of information about premises and systems, noting any amendments to be made
  8. use appropriate personal protective and access equipment to combat any hazards you identify when gaining access to systems
  9. terminate inspections when hazards encountered indicate unacceptable risk to yourself or others, informing relevant people of the details
  10. carry out inspections in a safe manner with minimum disruption or damage to premises
  11. use accurate information to identify installations that contravene regulations
  12. take immediate relevant action when contravention of regulations constitutes a serious risk
  13. propose solutions and actions which can be undertaken to ensure compliance
  14. identify any planned work activities which may impinge on future compliance

    Record and report inspection information

  15. record the details of inspections in line with organisational procedures, including any implications for future inspections
  16. provide required formal notification to relevant people when compliance with regulations is identified
  17. agree a timescale for re-inspection with relevant people when contravention of regulations is identified
  18. check that relevant people understand the implications of identified contravention of regulations
  19. provide complete and accurate inspection information to relevant people according to organisational and regulatory requirements.

  11. how to interpret design installation diagrams
  12. regulatory requirements for systems and how to apply them to different plumbing systems
  13. the risks associated with different systems, their complexities, the apparatus used, and the way different systems interact with each other
  14. how to carry out a risk assessment – the hazards associated with inspections and what would constitute an unacceptable or serious risk and organisational procedures for the action to take
  15. who to inform if an inspection is terminated
  16. use of personal protective equipment
  17. safe working practices for inspections and the types of access equipment you may require
  18. guidelines relating to personal security when lone working
  19. the reasons why it may be necessary to disrupt or damage premises and the implications which may be involved
  20. what would constitute a contravention of regulations for different types of plumbing systems and the specific part of regulations that they would breach
  21. actions which will ensure compliance, including contamination prevention
  22. methods, use of backflow devices and other fittings and the situations in which they apply
