EUSWNC16 Commission and decommission water networks
Overview
This Standard is about commissioning or decommissioning networks in the water industry.
It includes obtaining necessary resources, ensuring conditions are suitable, following commissioning or de-commissioning procedures, resolving problems, making sure networks comply with relevant specifications, regulations and guidelines and recording results.
This Standard will apply to water network construction operations and is intended for construction supervisors.
Performance criteria
You must be able to:
use commissioning or de-commissioning methods that are suitable to the network
confirm that environment is suitable for commissioning or de-commissioning to occur
determine and obtain the resources required to undertake commissioning or de-commissioning
make sure that commissioning or de-commissioning is implemented in line with approved procedures and processes
identify any problems with commissioning or de-commissioning activity as soon as they occur
resolve any problems with commissioning or de-commissioning activity that are within your area of responsibility
refer any problems that you cannot resolve to appropriate people at appropriate times
check that network outputs are in line with job instructions when commissioning and decommissioning activity is completed
confirm that commissioning procedure complies with organisational procedures and practices and with all relevant regulatory requirements
record results of commissioning or de- commissioning activity in line with organisational requirements
Knowledge and understanding
You need to know and understand:
methods and procedures for commissioning or de-commissioning
sources of information including network specifications, statutory and non-statutory reports, company documentation, job instructions, internal and external client documentation
commissioning or de-commissioning activity suitable for different types of network
factors to take into account when planning commissioning or de-commissioning
commissioning and de-commissioning techniques and how they differ when working on under-pressure connections
conditions that could effect the environment including variations in weather, protected areas, pollution, products, work in adjacent areas, waste management, people's actions
resource requirements including plant, equipment, materials, labour, consumables
approved materials and equipment and how to obtain information on availability
types of problem that could occur and how to resolve them
water regulations and hygiene procedures related to ensuring the integrity and cleanliness of water supplies and the importance of personal hygiene
approved procedures, policies, practices, regulations and guidelines relating to health, safety for self and others, environment, emergencies, contingency planning and risk assessments
how to obtain information on regulations and guidelines
the impact that commissioning or de-commissioning activity could have on other networks
expected outputs from the network
how to assess the results of commissioning or de-commissioning
systems for recording information and why it is important to use them
